A key area of our expertise is compliance with the requirements of the Control of Major Accident Hazards (COMAH) Regulations 2015. Since our formation in 1993, we have supported well over seventy UK Upper and Lower Tier COMAH establishments across the energy, pharmaceutical and specialist chemical sectors, and provided support to numerous new COMAH developments in recent years.
We are experienced in the provision of a variety of COMAH-related services, from performing consequence modelling and standalone risk assessments through to full coordination of COMAH Safety Report preparation.
We can support you at the outset of your journey with, for example, the Front End Engineering Design (FEED) stage of new projects, compliance requirements, applying for Hazardous Substances Consent (HSC), issuing COMAH Notifications, and developing the Pre-Construction Safety Report (PCSR) necessary for getting the green light for new establishments or new facilities on existing establishments.
Our COMAH support also covers key activities at the detailed design and commissioning phases, from the Pre-Operations Safety Report (POSR) to the Operational Safety Report (OSR) and continues with the preparation of five yearly reviews and updating of your COMAH Safety Report.

Our unique COMAH Safety Report model describes the arrangements for major accident hazard management by following the progression of an incident from prevention through to mitigation. It’s tried and tested and has been well received by operators thanks to our philosophy that Safety Reports should not simply be a means to ‘tick a box’ but should be a valuable resource for those on site.
Usability of the document is key, and its structure is designed to enable your people to pick up the report to understand the risks in their operational areas and the control measures in place to manage them. The objective of this is to inform and empower the operators on the ground, by helping them to understand how their activities can influence risk.
Having the Report as a common resource also ensures that your team is up to date with all aspects of the Safety Management System and are proactively engaged in the management of major accident hazards. After all, upholding the management system is not just the duty of management, but everyone onsite.
